RAPEX and other sources publish long lists of products that are found unsafe and need to be recalled. Toys are very often in the lists but also textiles and even cars. Recalls are expensive. They can be avoided quite easily. Here are the most common reasons for non-compliance and recalls of products made in China.

Golden samples, outsourcing, corner-cutting lead to non-compliance and recalls for products made in China

Most importers perform laboratory testing for products made in China and Asia before mass production. What they test are prototypes. The problem arises when mass production starts: in most cases some changes have to be made when compared to the hand-made prototype (golden sample). Preventing recalls and non-compliance and recalls of products made in China is relatively easy: laboratory testing should be performed on real production samples, picked from the production line by an independent inspector.

Interpretation of regulations and laws

From experience we know that for the same product, at the same time, with the same destination country, every laboratory’s legal division interpret regulations differently and propose different set of tests.

For preventing recalls and non-compliance and recalls of products made in China the buyer should choose a laboratory recognized in the country of destination and listed as a notified body.

Cheap, local laboratory

Some importers trust the test reports of any laboratory. Laboratory tests usually serve to prove compliance with regulations. There are also regulations that cover who can provide this poof. Laboratory testing results and certifications by non-recognized companies are often rejected at the border.

For preventing recalls and non-compliance and recalls of products made in China the buyer should make sure the laboratory chosen is a notified body in the country of destination even though it costs a little bit more money.

Supplier chose the laboratory and organized the certification

The organizer of laboratory testing and certification has substantial leverage. The organizer can choose the laboratory, describe the product and its use. Other weak points include the selection of (specially prepared) sample products and finally the partial censorship of results. Some organizers even alter the results of testing reports.

For preventing recalls and non-compliance and recalls of products made in China the laboratory testing should be organized by the buyer and the samples picked from the production line by an independent inspector.
